Our five-member Board provides governance and fiscal oversight for HCESD#2, ensuring reliable fire and EMS for the community.

What the Board Does

  • Sets policy and provides governance for the district, including holding regular public meetings and keeping official records.
  • Approves the annual budget and recommends the district’s tax rate; certifies tax rate to the county once adopted.
  • Oversees contracts, staffing levels, facilities, apparatus, and equipment needed to provide fire and EMS.
  • May adopt and enforce a fire code (where allowed) and promotes community safety education.
  • Completes required commissioner training to stay current on open government and ESD duties.

How Commissioners Are Chosen

  • Most single-county ESDs (like HCESD#2 in Hardin County): Commissioners are appointed by the County Commissioners Court and serve two-year terms.
  • Elected boards: In certain counties (and in multi-county districts), commissioners are elected by voters, typically to four-year terms.

Note: Texas Health & Safety Code Chapter 775 governs ESD boards, elections/appointments, powers, budgets, and tax-rate process.

As a HCESD2 Commissioner I currently am President of the Board of Commissioners and help guide the policy making decisions of the Board and preside over the meetings of the District. I was appointed to the Board in 2022.

I recently retired after 28 years in Fire and Safety Training, and multimedia development. I started my firefighting career in 1979 and have entered my 46th year in service to citizens. This includes 14 years of service in the United States Navy.

I served as the Assistant Fire Marshal 1997-1998 and as Fire Marshal in this District for 15 years after that. In 2012, I was honored to briefly serve as Chief of Department for 9 months during which time we had the 50th anniversary of Lumberton Fire & EMS and the hiring of our first two paid full-time firefighters.

I am actively engaged in the American Legion, Veterans of Foreign Wars of the United States, Disabled American Veterans, and live in Lumberton with my wife Camille.

Married to Diane Robbins Minton 38 years. We have 3 children and 7 grandchildren. We attend First Baptist Church Loeb. I am a 1971 graduate of Lumberton High School. I served 6 years in the Texas National Guard as a Recon Sgt. Retired from Beaumont Fire Rescue with 34 years of service. Member of Beaumont Fire Fighters Local 399. Board member and former President. I worked as Day Rep for Texas State Association of Fire Fighters and Day Rep for the International Association of Fire Fighters. Co-founder of Lumberton Youth Football and Cheerleading, former board member and President.

Co-founder of Lumberton Raider Athletic Booster Club, former board member and President. Currently Vice President of Lumberton Fire & EMS, Hardin County ESD #2 Board of Commissioners. My enjoyments include family, football, fishing, woodworking and yard work.

As a HCESD2 Commissioner I am currently Treasurer of the Board of Commissioners. I work with the board and the Fire Chief to watch over the financial side of the department. I was appointed to the Board in 2023.

I went to Lamar University and received an Associate Degree of Applied Science in Drafting Technology in 1979. I started work for Petrocon Engineering as a draftsman, then became a piping designer. Over time I worked in construction and added civil and mechanical estimating to my job duties. I went back to engineering working as a Staff Designer, Squad Leader, project coordinator, where I learned scheduling and cost control. I became a Project Manager for the last 11 years until I retired in 2021.

I was born in Beaumont, Texas in 1959, lived in Beaumont till 1968 and then moved to Lumberton, Texas. Joined the Lumberton Volunteer Fire Department in 1976 as a Junior Fireman. Graduated at Lumberton High School 1977. Started my EMS training in 1977. Deborah Millner and I married in 1980. We moved to Beaumont in 1980 and stayed there till 1986. We moved back to Lumberton in 1986 and I joined the Lumberton EMS as a volunteer. I completed the EMT Paramedic Class in 1989. Over time I became the Vice President of the organization. As Lumberton grew and the EMS calls kept growing. We hired one full time paramedic to help with the day time call volume. Over time we hired other medics to provide one full time crew 24/7 to augment the volunteers. The Fire and EMS merged in February 2005 to become Lumberton Fire and EMS Inc. I maintained my License Paramedic status till 2019.

Since retirement I have spent more time hunting, fishing and playing with my grandkids. My latest interest has been fly fishing, with travel to Colorado, Tennessee, Texas and Arkansas chasing rainbow and brown trout.

I have been on the ESD board since 2002, where I’ve served as a Commissioner. I joined Lumberton Fire Department in 1976, and have held numerous positions, including Fire Chief. Outside of the ESD, I am retired from Entergy after working for 45 years. I raised my 3 children here in Lumberton. We enjoy spending time together outdoors, hunting and fishing, especially with my 2 grandsons and granddaughter. I’m also a member of the committee for the Boy Scout troop here in Lumberton.
